Milestone Infrastructure are the UK’s leading highways maintenance provider. Responsible for 48,652 km of road and over 300,000 streetlights, always with a view to ensuring that all works are carried out as sustainably as possible and with minimal impact to local communities.

 

The successful candidate will be required to work closely with the Operations Manager /  Performance Manager and Operational teams to ensure that we plan, permit works and licence works to ensure that we operate in accordance with the Suffolk County Council Permit Scheme for Road and Street Works and in accordance with the Milestone Minimum Standards and New Roads and Streetworks Act Code of Practise.

  • Excellent communication skills – verbal and written - to ensure clarity in all situations.
  • Understanding of the Traffic Management Act (Streetworks Noticing)
  • High level experience with the use of Street Manager and processes
  • Fair Suffolk geography and road network knowledge.
  • Experience of using reporting tools such as PowerBI
  • Experience and skills using Asta PowerProject planning software.
  • Experience of using Causeway.
 As a Lead Permit Officer your duties and responsibilities will include:
 
  • Ensuring that we confirm to the required legislation in relation to Streetworks when delivering our works as Suffolk Highways
  • Taking the lead on reporting on performance against legislative timeframes described within the Suffolk Permit Scheme but also Key Performance Indicators associated with Permitting and Licencing as defined on the Contract, driving efficiency and improvement as needed.
  • Ensuring that any changes to legislation in relation to Permit, Licences and relevant Codes of Practice are known and understood in a timely manor with escalation to the Contract Management Team through the Programme Manager as needed.
  • Working with the Performance Team in terms of developing reports and dashboards to monitor performance eg. Timeliness of permit and licence applications, compliance with Start and Stop Notices, variations, extensions etc.
  • Undertaking internal audit inspections on site to ensure that Milestone are confirming with processes and procedures in relation to Permitting.
  • Develop and deliver a suite of training across various aspects of the business in relation to permits, licences and application of requires Codes of Practice.
  • Taking a lead at a strategic level on the coordination and delivery of works both internally and externally- eg. through attendance at HAUC to ensure that we maximise network occupancy and traffic management utilisation.
  • Assist the Programme Manager to ensure that enquiries and complaints from members of the public, elected members, officers throughout the council and external agencies in relation to the service are responded to accurately and are within the required timescales.
  • Ensure that any inspections carried out by Suffolk Network Management Team are managed in accordance with our internal process and reported on accordingly, considering lessons learnt working in collaboration with the Operational Teams.
  • Process Streetworks permits within requisite timescales and in accordance with good practice and legislation ensuring that the appropriate conditions are applied as necessary.
  • Provide direction and support to the junior Streetworks Permitter to ensure we meet all of the above requirements.
  • Provide support to the Programme Manager for managing the delivery of works defined with the Contractors Plan Works Programme in times of absence.
